Normally it's difficult to throw daggers that quickly in Castlevania. Daggers fly fast and even if you have a triple-shot (to let you have three daggers on screen), the daggers fly so fast it's hard to get that many going at once.
However, if Richter has access to daggers he could easily do his dagger item crash (basically an early form of the Portrait of Ruin technique 1000 Blades). That would allow him to throw as many daggers as he wants in quick succession.
