While it's true that Richter shouldn't know what a Tic-Tac is, given his time period, one has to remember that Richter hails from a comic that has absolutely no fourth wall (he literally rebooted his own universe, remember), and he has knowledge of all kinds of things he never should have. It doesn't take much of a leap of logic to assume he knows what Tic-Tacs are.
Hell, of all the characters in this series (outside Angel and Princess) Richter is the only one that would understand the Internet since DSWC has it's own "crystal ball network". I really don't bother keeping that comic in any kind of proper continuity.
