Would it actually be impersonation if there was military personnel on the ship? Claypool counts, right? But then if he's a representative, would that mean they were all conscripted? In that case, would they then be de facto military personnel? Could they then, in fact, be court-martialed?
I'm no expert in military rule. I'll leave that up to someone that is.
