I was right. Bubbles. Actually, now that I think about it that trope has been used in a few different movies. I think the fairy godmother from Cinderella may have used bubbles (in at least one production), and I seem to remember the godmother in a terrible Ally Sheedy movie (Maid to Order) used one as well.
