Unlike many of the things I write for this comic, this whole explanation was not bullshitted at the last second. All of these things Angel listed off are, in fact, the exact reasons for how this whole situation plays out. If these beings are from another dimension, and alternate reality next door to the main continuity, then Angel wouldn't be a part of that group as well. He could pick between either of them, but he probably wouldn't bother going outside his main reality of travel.
Angels tend to stick to important realities, ones that support the universe (called "tent poles"), and don't see much need to travel to outer realities of lesser consequence.
