A Black Mass Ritual is what's needed to bring Dracula back. He was back already, though, so the magic was needed to give him his true form. It only makes sense that it took a while to come to fruition, especially if you play other games in the series (Harmony of Dissonance, Castlevania 64) and see what's needed to get Dracula a proper host and give him time to build his power.
Seriously, if the heroes just had a jetpack and could fly to the top of his castle the second he was resurrected, I bet his battle would go by in a snap. He'd pop like a souffle.
