Well, Shredder was able to raise a zombie ninja or two. We haven't see the clones raise ay on their own, but if one Shredder can do it, then presumably they all can.
Of course, that's an argument that's a bit flawed. In the original game I based the multiple Shredders on -- TMNT II: The Arcade Game -- the magic clones (somehow never explained or used again) aren't able to do all the same attacks the real Shredder can. They're limited, while the real Shredder is all-powerful.
However, making these guys too limited would ruin some of their appeal. We'll just let them be real Shredders for the sake of storytelling.

They actually do something heroic.
