Of course, in a sense he is, since he's still zombie. But then, if Darkmoon (despite being a vampire) isn't considered a "monster", then neither is Link.
Darkmoon being greedy, self-serving, and generally dickish does not qualify him as a monster.
As the comic comment alludes, Link would have to find a place that sells the Super Bombs. In Link to the Past he was only ever able to "carry" one and he had to drag it behind himself. There's no retailers here that we know of, so it's unlikely it'd be that simple for Link to just get one.
