This was another nod towards trying to get Samus's character in the comic to be more like her character in the actual Metroid games. I really took that one comment I got about how "Samus is nothing like her character in the games" to heart.
Of course, I totally brutalized Richter, and no one seems to give two shits about him. Go figure.

Yeah, as far as Belmonts go Richter was never high on the list. He was basically tolerable, but bland and not a major part of any particularly notable games.
I -did- enjoy getting to beat the stuffing out of him in Portrait of Ruin, though.
