It's probably unfair to say none of her (or their) spells work, but there have been a lot of failures. The fact that should couldn't dispel the shadow clone standing right behind her, leading to that magical blob of energy taking on her own personality, and her own reality, is proof positive of that. Katrina's magic is just wonky.
