#1825: Define Quantum

Because Alec is unlike to understand any answer that actually answers his question. It did seem like there had to be some consequence for Alec being trapped in the circle, though, so this basic rundown explains how he ended up here. And we're at the tail end of the previous CVRPG II excursion (or right beforehand, may, who knows) because this place, while having it's own internally consistent timeline, existed outside the normal bounds of time/space.
