So yes, he does have Time magic insofar as Time is everywhere and to cast a spell over a given stretch of space and time would imply that he's tapping into a simple form of Time magic. If a spell takes five minutes to fully form, then a little Time is being used there.
But that's a natural, every-day use of Time magic. Knowing that is important, but it doesn't really tax a magic user. Causing effects that do against the natural order of Time magic, though, that's difficult and dangerous.
