Angel is, of course, referencing the Terminator and it's weird (and completely inconsistent) rules on time travel. Only living organic matter, or inanimate matter wrapped in living matter, can travel through time. Unless it's a liquid-metal poly-alloy. Then somehow it can travel through, too, but it shows up naked even those it can generate its own clothing and that makes no sense.
Try not to think on it.
