By the reasoning Dracula mentions none of Richter's kills really count. He's always had a partner, or at least been a background character doing his own plotline around the same time as other heroes. There are honestly very few Castlevania heroes that do the quest to Dracula on their own. Simon, Christopher, Nathan, Shanoa... Hrmmm...
