I had to check to make sure, but yes, the Mummy would likely still have their tongue. I go back and forth on this in the comic, since some version of the mummification process (from movies, mostly) looked like they took the tongue in the process. As documented by a contemporary scholar, though, the tongue is not mentioned in the mummification process.
But hey, we've already gne on the record before saying this mummy doesn't have their tongue, so unless Frankie is hanging with different mummies, we'll just assume Mummy is missing a tongue, so licking it would be very hard to do.

If it's the same mummy, then yes, she is a girl. However, there are a lot of mummies running around Dracula's Castle. It doesn't necessarily have to always been the same mummy hanging around with Frankie.
