It's not as if Richter would have had much fun. He doesn't have any money. I never stated that Cornell actually paid him the 30 percent he was owed. Plus, presumably after all the hearts, the food, and the random throwing items Richter carries, he wouldn't have much room for money in his pockets.

It's not like the Tunic of Many Pockets Link wears. Actually, that's a point to make:

Why is it, in the later games, Link can carry just about every item possible without breaking a sweat, but he has issues carrying more rupees without a wallet upgrade? Bizarre.
