The FAA (Federal Aeronautical Administration) is, by it's very name, a Federal Agency. U.S. Federal Agency, to be more specific. I dunno that Red and Blue would have to deal with them all the time, but certainly they'd become a factor in U.S. airspace.
The Board of Animal Health is really just a state agency (Indiana and Michigan both have one). On the flip, it's a very descriptive name for an agency, so I went with it.
