Some RPGs keep a close eye on terrains and pair up proper monsters with the localized areas. I remember the original Final Fantasy was very good about this. If you're in the wood expect ogres, wolves, and imps. Go into a dungeon and face skeletons, wraiths, and vampires.

Other RPGs don't care as much. Chrono Trigger, for example, had a limited selection of monsters and that game used them every place it could. About the only monsters than didn't show up outside of their selected areas were the dinosaurs. Everything else was fair game.

These guys are, sadly, the best the world can hope for. These are the adventures of the heroes of CVRPG. They mean well, they try hard, and occasionally they do the impossible...

They actually do something heroic.
