It's true. He can't turn into a bat. He is, however, stuck in a bat form right now, so the real trick is that he also can't turn out of being a bat. It's a sticky situation.
The Evil Darkmoon, lacking a soul, can of course turn into and out of a bat at will, since he still has full access to all his vampire powers. He's just rubbing salt on the wound there.
And yes, in Castlevania, bats can shoot fireballs. At least, Alucard (and his bat familiars) could with the right powers. This is totally in cannon.
