This is how the Castlevania series has worked for the last few entries. Whatever important item you need is hidden in plain sight at the end of some tower or dungeon, sometimes without even a boss guarding it. Sloppy. At least in the Metroid series there are secret statues holding the power, left there by an ancient civilization. Makes more sense than just sloppy castle planning.
