In the cartoon the Foot were krang mechanoids. Actually, come to think of it, they become krang mechanoids in the new cartoon, too, eventually. However, everywhere else they're just people. People the Turtles kill.
I can see why Hanz is conflicted. Although I send the heroes to kill lots of monsters and people-like creatures, they don't normally kill humans.

These guys are, sadly, the best the world can hope for. These are the adventures of the heroes of CVRPG. They mean well, they try hard, and occasionally they do the impossible...
They actually do something heroic.
