#1566: A Proper Richter

For the sake of upcoming events that haven't shows up yet (at the time of this writing) we'll all just assume this Richter is our Richter. I've tied him in and out of too many events for him to be an alternate.
That doesn't discount what Angel is saying. Legends build up around people and this Richter could be the right one and yet still not, in any way, measure up to the stories told about him. Few people ever do.
