Admittedly this isn't the most climactic way to end a "battle", but then the climax was in the double-cross, and not the actual fight itself.
In reality, I did this for a couple of reasons. The first was that Sindra's arc needed a big push to make her relevant again. She obviously wasn't going to change her colors and renounce a life of evil, so moving her away from Hell wasn't an option. But, making her the Devil allowed me to give her a good push in a new direction (while also setting up the possibility of some changes down the road).
The second reason for the big switch-up was just that the Devil wasn't really a compelling characters. As he was written, he was the big evil, but without any spark (no charisma). Removing him from the series just made sense, since he was expendable.

When evil spreads across the land, and darkness rises and the monsters roam. When the creatures of the night make beautiful music, and the things that go bump in the night go bump with greater enthusiasm. When the world is in peril and is in need of a hero...

These guys are, sadly, the best the world can hope for. These are the adventures of the heroes of CVRPG. They mean well, they try hard, and occasionally they do the impossible...

They actually do something heroic.
