This is one of those points of crossover that isn't in anyway, shape, or form a point of crossover at all. We're leading into the next chapter of the comic, and while here Richter goes off and has another adventure, on the flipside we have an explanation for what happens in the rebooted continuity during that time... although we'll get to that in a second.

Hanz being Richter's brother is its own thing. They shouldn't be related. Hanz is supposed to be an adversary to Richter, unrelated and potentially not a Belmont at all... but his game didn't get made, so I can do whatever I want.
