It is a fair point. If Richter had done a good enough job the first time around, Dracula would have been down for 100 years... or until the dark one's minions performed a Black Mass ritual... or there's was a confluence of the planets aligning... or a kitten walked over his grave.
Really, it doesn't take much to raise Dracula. A stiff breeze seems to do the trick half the time.
